Committee
The committee structure
is at the centre of the ANTaR Victoria network. Elected by ANTaR
membership every year, the Committee of Management (CoM) oversees
and coordinates most aspects of ANTaR Victoria’s work and
determines the overall direction of the organisation. The CoM also
acts as a support and resource to local groups.
Several subcommittees have been set up
to research and implement various aspects of ANTaR’s work.
The primary role of subcommittees is to make recommendations to
the CoM, however some CoM powers are delegated to subcommittees
and staff. Each subcommittee convenor is a member of the CoM.
Committee of Management
Each year at the Annual
General Meeting (AGM), the ANTaR membership, through election of
members, effectively delegates all authority for the running of
the organisation to the CoM, until the next AGM – or if deemed
necessary by a written requisition of over 5% of members, until
a Special General Meeting is held.
Under ANTaR Victoria’s
constitution, the CoM is responsible for the control and management
of ANTaR’s business and affairs. The CoM performs this responsibility
primarily by developing, planning and monitoring the strategic directions
and work of ANTaR, including all projects and the delegation of
responsibilities to subcommittees and staff.
CoM Members
The CoM is comprised of
the Chair, Secretary, Treasurer, Public Officer, and a maximum of
six other members. Additional members can be co-opted onto the CoM
until the next AGM.
CoM members support the
work of ANTaR through:
- Regular attendance of CoM meetings
Willingness to contribute openly, engage in debate and build on
ideas
- Active participation in Sub-committees, Working Groups or Local
Groups.

Meetings
The CoM currently meets
on the third Tuesday of every month from 7-8pm. Meetings are open to ANTaR
members, staff and the general public.
CoM meetings set broad
directions for ANTaR Victoria and make decisions based on the reporting
framework given by subcommittees and staff and other general business.
A quorum of four members of the CoM is required at each meeting.
Executive Committee
This committee is comprised
of the Chair, Secretary, Treasurer, and Public Officer plus one
other member of the Coordinating Committee (to be invited by the
chair). The Executive Committee makes urgent decisions between CoM
meetings, provided such decisions do not create financial obligations
that exceed current budget provisions. Executive meetings can also
be conducted via telephone or email. The quorum for an Executive
Committee meeting is three members of the CoM.
Subcomittees
There are currently two ANTaR Victoria subcommittee.
As decided at the 2002
AGM, the primary role of sub-committees is to make recommendations
to the CoM. The 2003 AGM gave the CoM the power to delegate powers
to sub-committees, officers and employees.
Roles
& Delegations
Therefore, the CoM assigns
the areas of responsibilities and delegates powers to the five sub-committees
as set out in the following table.
All delegations are made
on the conditions that:
- All delegated decisions and other actions taken by any sub-committee
must be consistent with ANTaR Victoria policies, strategies and
budget allocations as determined by the CoM.
- Any matter that the sub-committee considers should be decided
by the CoM, even though it may have been delegated to the sub-committee,
should be recommended to the next CoM meeting for decision.
- All decisions made under delegation must be reported to the
next CoM meeting for information.

Working Groups
Working groups are set
to complete particular tasks (with delegated authority as necessary),
within the parameters set by the Subcommittee. Anybody can join
a working group, however at least one member should be from the
relevant Subcommittee(s). Further representation from the ANTaR
membership is sought. All decisions are to be ratified by the CoM
AGM
The AGM is held every
12 months, with at least 14 days notice given before the meeting. The AGM
is open to the public, however only ANTaR Victoria members can vote
for election to the CoM.
The AGM receives and considers
reports from the CoM, elects the new CoM and officers, considers
any proposed changes to ANTaR Victoria's rules and any other special
business of which notice has been given, such as major policies
and strategies.

SPECIAL GENERAL MEETINGS
Special General Meetings can be called at
14 days notice by any member of ANTaR Victoria, if supported in
writing by 5% of the current membership and stating the objects
of the meeting.
